By Albrecht Powell, About.com

St. Clair is located south of Downtown Pittsburgh, and is surrounded by the Mount Oliver and Arlington neighborhoods.St. Clair Village is a public housing community grappling with the problems of many inner city communities. The City Parks and Recreation center is at the hub of the community, offering numerous personal development programs. The after-school tutorial program for grades three through five provides academic assistance to hardworking students. The peer counseling program is also a popular resource of the center. Finally, the youth apprentice program teaches youth technical skills such as carpentry and painting. These resources are all in place to provide a sound foundation for the neighborhood. Other programs that help solidify the St. Clair community are the family resource program and the family GED program. The St. Clair community is represented by Pittsburgh City Council District #3.
